The last time I was at my local municipal swimming pool, which has been several years, there were signs in the gang shower and locker room saying “No public nudity”. Crazy. I haven’t been there since. I can only imagine it was because of a mother complaining that her son saw a naked man in the shower or locker room. Being a parent doesn't make you lord and master of everyone else, shame so many are under the delusion that it gives them special rights and authority to dictate whats permitted or forbidden.
Harsh words but true, wouldn't have anywhere near as many over-entitled, spoilt, abusive little brats in this world if their parents considered the rights of others rather than thinking the world revolves around their offspring.

My issue is not with nudity, or "think of the children" nonsense.
My issue is with people taking far too long in busy change rooms, especially at country pools where change room space is severely limited. A male taking an hour to get changed when it's busy is ridiculous and selfish. There is plenty of space outside the change room to socialise. Change rooms are for getting changed. It's right there in the name.
My second issue is not about my children seeing anyone naked, I couldn't care less. It's about the guy who always changes right smack bang in the doorway, and who's hairy arse is right at head height for any children coming in through the door. I personally wouldn't want to walk headfirst into a post swim/gym sweaty dick every time I go to a change room. Or park my nose in his crack. You might, that's your choice.
You mention considering the rights of others. How about you do the same.

How old are these boys for their mothers to come in to the men's change room and help them out? I would let the mother have it and scream at her if that happened to me. I agree the different rules probably apply to change rooms depending on whether it's crowded or empty. People shouldn't dawdle if there's a queue. But going slow is fine if there's only one or two people in there. I used to think that some of the old chaps who take a long time might be "dirty old men". But I think the majority of them are ... just old. Can't be bothered rushing. Joints stiffen with age, y'know.
I see plenty of dads nowadays change and/or shower with their young sons. This seems to be acceptable parenting practice. I think if Mum is sticking her head through the doorway, that defeats the point of gendered change rooms. If the lad is really young, and Dad's not available, she could take him into the ladies, which my mother used to do with me.
On the other hand, I have seen fathers help their young daughters change in the male change rooms, and when this happens, I always look away and cover up my bits with towel. I feel embarrassed. In an all-male environment, I'm happy being naked. I figure: "We're all (hopefully) got one. So what?"
I don't have a problem being eye level with a sweaty dick post-workout or pre-swim. But I am 37, and am no longer overawed by the majesty of naked male genitalia. Just another body part, right? But I get some people might not have my iron stomach, and prefer to see LESS rather than MORE of their masculine contemporaries.
