I have swam in pools in Paris and a few other cities and it is speedos as far as the eye can see. I do love the "hygiene" laws of Paris. There must have been a gay man or gay mafia behind that rule, fortunately for us!

I think it's more about the fabric. In Germany there are two points discussed: the hygiene (some people use their regular shorts or even underwear) and the waste of water if shorts become saturated.
