Can't say I have tried it but it is an interesting idea.
I have a couple of anal toys, when I am super horny (usually when I'm writing about one of my previous sexual experiences) I like to slip a butt plug in while I finish writing the story (wearing a speedo over the top). I usually make a hell of a mess of the speedo when I'm done.
If I went swimming I'd have two concerns. Firstly, that it might slip out. Secondly, I'd be too horny.

My main fear of butt plug while swimming is if it is visible inside the speedo, then you have a bulge in the back as well as the front!

The water would wash out some lube perhaps. But I think the plug would loosen and come out in the process. It would look like you're pooping in the pool - not the image most serious swimmers wish to convey!
