Venice beach is pretty open and Speedo friendly towards the marina side. I've even seen guys in thongs there before. I've hear Will Rogers beach is also very Speedo friendly.

I had a not so great experience once when visiting Huntington beach with my aunt and uncle one year. I was wearing my what I thought was conservative N2N brief speedo when I was walking down the boardwalk to go see a drum circle that my aunt wanted to go see. This one guy walked by and and yelled go back to Europe. Then these teenage girls tried taking pictures of me with their phones. Maybe it was just a bad day that day and just bad luck. But I'm pretty sure Venice and other parts of LA are speedo friendly.
