I like your point, but I don't totally agree. I don't think it's penis envy type thing at all!
Perhaps younger guys refrain from wearing speedos because of sites like this, as well as the methods of advertising employed,, making speedos too sexy.
It could be claimed that it's possible to over-sexualise clothing, like speedos, to such an extent that they no longer appeal to the mass-market. Just think about how aussiebum advertise. Hot, sexy, suggestive guys with big bulges - appeals to gay men, and some women for their bf. Not your 'average joe'.
It's not that guys see a big bulge online and don't want to wear speedos because they're ashamed of what they've got. I think that they don't wear them because the images by their very nature are ABOUT showing off the bulge! And most guys (i think) don't want to explicitly flash their junk (in a similar fashion to the ads) to the world at large. I know I don't - obviously some around here will emphatically disagree.
In a way, the recent rise in popularity of speedos within the gay community, speedos have become more about the aesthetic aspects rather than the inherent functional benefits. Over-sexualisation might actually be the downfall of them generally rather than a savior (not considering sport of course).
If a young guy wants to buy something for a casual swim, and is confronted by this type of advertising; I can completely understand why he might shy away and just buy swim shorts instead.

And for the record, I have no issues wearing speedos or even swim/board shorts! (so long as they're above the knee
)
