I tried to post a picture in a PM to someone and the "Place Inline" button doesn't show so I can not attach it to the PM, but I can successfully post the same picture to the general forum threads. How come? Other forum members say they can do this. Why can't I?

The particular image is a JPG sized at 799 pixel on the long side, and the size of the file is only 83 kb.
